The Procurement Specialist will support all project procurement needs, including but not limited to the development of procurement specifications, drafting RFAs and RFPs, reaching out to vendors, reviewing bids, and ensuring procurement processes are compliant with the RTI and USAID regulations.


Requirements

• Master’s degree in a relevant field and 3 years of experience or

• Bachelor’s degree in business development, Procurement or Supply Chain Management and 5 years of relevant experience in procurement roles at mid or senior level.

• Experience conducting procurement processes from beginning to end, including development of scopes of work and specifications, evaluating bids, and drafting RFPs, RFIs, EOIs, Purchase Orders and other agreements.

• In-depth knowledge of USAID procurement regulations is required.

• Excellent knowledge of Microsoft Office.

• Professional qualification in Supply Chain Management is an added advantange.

• Good working knowledge of purchasing strategies.

• Excellent communication, interpersonal, and negotiation skills.

• Strong analytical thinking, planning ability and problem-solving skills.

• Flexibility to occasionally travel within the project areas of operation and work well with others.

• Dependability, reliability, and high integrity

• Prepare detail procurement plans to ensure timelines are met and develop appropriate procurement strategies to ensure project technical needs and activities are implemented on time.

• Work with stakeholders on procurement needs, provide support and guidance to develop specifications and budgets and best procurement mechanisms following USAID and RTI regulations.

• Conduct procurement processes from beginning to end, including development of specifications, draft RFPs. RFIs, EOIs, support evaluation and due diligence process, including requesting quotations and required documentation from suppliers and draft POs and agreements.

• Prepare shortlists/ summary bid analyses, evaluation forms, and draft justification memos ensuring compliance with USAID procurement regulations.

• Maintain a good relationship with vendors and partners and follow with vendors and suppliers as required to ensure timely deliveries and submission of invoices.

• Ensure complete and compliant backup documentation for procurement purchases and payments is submitted to Finance office.

• Maintain an up-to-date database of pre-qualified vendors in accordance with standard RTI procurement processes, procedures, and guidelines.

• Maintain a tracker for all contracts and manage timely renewal/modification processes.

• Maintain proper filing of procurement documents in SharePoint following RTI standard filing system.

• Maintain a working relationship between the project and vendor community for quality and timely supplies while ensuring the best quality for money.

• Organize disposition of project assets when required.

• Manage procedures for retention, protection, retrieval, transfer, and disposal of project procurement records.

• Periodically evaluate performance of vendors and perform adhoc onsite visits to validate compliance.

• Ensure that all procurement actions are conducted as required according to RTI and USAID Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics.
